Accenture built a photorealistic digital twin of Te Afualiku — a Tuvaluan islet facing submersion from rising seas — in Unreal Engine 5, capturing the island in movie-quality photogrammetry for use as an immersive diplomatic tool.
The twin became the centerpiece of Minister Simon Kofe's COP27 speech: as the camera pulled back, it revealed the entire scene existed in the metaverse. The message reached 2.1 billion people, 118 countries engaged within 48 hours, and days later COP27 established the historic Loss and Damage Fund.
Nine nations now recognize Tuvalu's digital statehood — sovereignty extending beyond physical territory into a persistent virtual nation.
